Abstract:
The article deals with low-carbon energy development and the energy transition, which is the energy basis for the world’s transformation towards a low-carbon economy. The EU climate agenda, the challenges and risks for Russia related to cross-border carbon regulation in the EU, the contraction of global fossil fuel markets, and intensifying competition in them are investigated. The opportunities for Russia’s international cooperation in fossil fuel supply are analyzed. Possible ways to mitigate risks in the Russia’s transition towards a low-carbon economy are considered.
