Prerequisites for Creation of Special Economic Zones

Abstract:
The purpose of this study is to describe the functioning of special economic zones in developed and developing countries, and to establish possible prerequisites for their creation using the author’s algorithm. Using statistics on global competitiveness index and production capacities index, the grounds for special zones creation are determined both in general and in relation to their functional types: logistic, complex, specialized and innovative zones. As a result, the article identifies and formulates common approaches to the establishment of special economic zones in developed and developing countries: supportive and central approaches.
