Abstract: The essence of government support measures promoting energy efficiency programs is revealed. The ways of improving energy efficiency at the regional level are determined. Legislated implementation mechanisms and appropriate incentives are considered, and alternative mechanisms for energy efficiency are suggested with taking into account European experience.
