Abstract:
The article is devoted to clarifying the content of paticipational functions system of information security, and determination the role of NGOs in the system of information security of Ukraine. As a result of the lack of an effective information security management system Ukraine appear real and potential threats to information security. These conditions require that public authorities searched for new methods to counteract threats. For this purpose use the institutes of civil society as full component of information security system. Among the many types institutes of civil society we are interested only public non-governmental organizations that can exert influence on the system of information security Ukraine . Non-governmental organizations - is a voluntary, private, non-profit, institutionalized association of citizens representing the interests of certain groups of the population, implementing socially useful purposes in various areas and operate on the principles of self-government. Elucidation of the nature and content of paticipational functions system of information security, as well as defining the role of NGOs in the system of information security Ukraine makes it possible to conclude that effective communication between state and non-government organizations provides transparency for the public;creates public confidence in the government and gives the authorities the opportunity to win public support; stabilizes the public relations. NGOs is ambiguous affect on information security of both society and the state. The positive and negative effects of non-governmental organizations on information security in Ukraine need to investigate separately.
