Abstract: In the article the phenomenon cluster in social and economic development of the territory. Indicated that the formation and development of economic clusters at the local level is one of the primary issues of modern scientific thought. Proved that the cluster approach to economic development has become a priority in Finland,whichhelda large-scalestudy entitled«AdvantagesFinland -FinnishIndustryFuture»in whichdeveloped anational industrialstrategy.This strategymade possible thetransition fromstatecontrol toindustrial and technologicalpolicies,such as development ofclusters.Today theforest, information and telecommunicationsclusteris the largesteconomyin Finland.
