Abstract:
Problem setting. Good understanding of public administration itself and its importance for effective functioning of a country is a basis for proper use of national resources (institutional, administrative, legal, social) for reforms. Especially that is relevant for a transition economies and European aspirations. Nowadays one of the goal for public administration is to elaborate and implement long-term strategy of its international image which will help to expand its potential and comparative advantages. Ukrainian model of public administration can be characterized as a combination of several concepts of public management and control. From one side it is outlined by attempts of public authorities to perform dominative impact on society. From another side civil society is increasing its own role in public administration and possibilities to affect it. Balanced approach between state, people, public administration and civil society is needed to improve the effectiveness of public administration.
