Abstract: Local government are based on conception of civil society. There is member (active citizen) of community in the center of this system. Unfortunately model of socialistic, planning and administrative management system is given to Ukrainian state as inheritance, but this system don’t provide self-government like institute. Idea of deep involvement citizen to community’s management don’t work. There are incomprehension of right and unwillingness of official to consult with community.
