Features of formation decentralized eu regional policy in context of the Ukraine eu association

Abstract: The establishment of the European elections in Ukraine needs a system reforms in various sectors of the economy and society and bring them to EU standards. The experience of other countries suggests the possibility of international financial assistance in the framework of support for deep reforms. The Ukraine – European Union Association Agreement formed for new opportunities, including access to EU structural funds and other financial instruments. Topical for Ukraine's European integration experience of neighboring countries and prospects of introduction to the possibilities of using EU structural and investments funds. On the EU experience in the field of formation and implementation of decentralized regional development policies contribute to the success of reforms in Ukraine. The issues of regional development policy in the European Union, prospects of the EU structural and investments funds and use this experience in Ukraine involved S.Fedonyuk, L.Kisterskyy, T.Lypova, o.Luzkiv, O.Luksha, I.Revtiy. Some aspects of Ukraine's integration into the European Union and help from international organizations for the implementation of reforms in Ukraine studied I.Burakovsky, V.Vergun, A.Halchynskiy, S.Mocherny, Y.Poluneev, J.Zhalilo and others. However, it was not thoroughly investigated the possibilities and mechanisms of adaptation to the new conditions of Ukraine in connection with the signing of the Association Agreement between Ukraine and the EU. The purpose of the article is to outline the concepts, trends, characteristics and mechanisms of formation of a decentralized policy of the European Union and of the EU structural and investments funds and new opportunities for Ukraine in the context EU-association. The period from association to full membership in the EU candidate countries provided for deep structural reforms in key areas and preparation of governmental and non-governmental agencies and personnel for efficient administration of new policies and financial flows. The experience of neighbors that have become full members of the EU is useful for Ukraine. Experts point out that effective implementation of regional policy funds is largely dependent on the ability (ie, the ability to quickly and efficiently implement resources provided) absorption regions and districts. The level of preparedness of local administrations to implement EU funds in most cases remains low. Since it is the local authorities are the main "players" in the implementation of EU structural and investments funds, the level of training for local authorities and their susceptibility to corruption depends on the effect of EU structural assistance. In the end the article notes that after entry into the EU-association of Ukraine appeared obligation to deep reform of society in order to harmonize with the standards of the European Community. As the European experience, it is time to shape the ability of local administrations to rapid and efficient implementation of EU structural and investments funds.
