Abstract: The article gives quite interesting and important questions of modern science of public administration and political science on the use of ratings of the challenges and expectations of citizens in the process of strategic planning and cross adoption of state-making. Consider possible situation and social and political attitudes on them in the form of graphs and variants of their decisions.
