Abstract: In public administration competence of social dialogue belongs to stabilization and adaptive function. It is "responsible" for ensuring social stability in the country through the development and improvement of the mechanism of mutual trust between the government and the subjects of public relations. A content of the process of its implementation are: coordination of interests, legal means to regulate conflicts in society and ensure its sustainable development. So hard to overestimate the importance of the use of various forms of direct democracy, including local referendum to create the necessary social and political conditions of the community life.
