Abstract:
This paper analyzes the current state of the State Administration of cities with special status. To this end, an overview is analyzed and classified the basic laws of recent times for the improvement of governance in the capital of Ukraine. The author focuses on the key issues that remain unresolved within the modern management model in Kiev, namely uncertainty and lack of office of the State Administration of personnel and control about City district administrations, the uncertain status of city district administrations, lack of clear division of powers between the district and municipality level administrations in Kyiv. It was determined that these issues are fundamental and other capitals of the world during the formation of a national model of governance in cities. The author proposed to optimize the capital city administrations over the last definition at the district level territorial divisions (branches) of the City Administration, the achievable reduction in the total number of structural units of local government authorities in the capital city, to make an inventory of the powers of local authorities, through the transfer of certain of these local governments to be recovered primarily at the grassroots level in the capital. In addition, the author draws attention to the illegitimacy of the status of city district administrations in the present model to manage the capital in connection with the abolition of the district in the state administration. In this case, the status of these bodies should be correlated with the challenges facing the entire system of government in the city , based on the functions that are assigned to them in the capital city. The basic principles that can be taken into account in the process of clustering authority administrations in the city with special status. The main group of hazards that can affect an efficient management in the capital city of guided examples that have occurred in history to manage in the capital city.
