MEHMED ALİ PAŞA’S UPRISING AND METTERNICH’S POLICY TOWARDS THE OTTOMAN EMPIRE

Abstract: After the Napoleonic Invasions which destroyed the European equlibrium and the balance of power, the powers tried to found the European statusquo. They have decided to reorganize the balance of power. The order founded in the Congress of Wien was called as Metternich System. The System had been depended upon two important basics, i.e. anti-revolution and divine monarchy. Metternich has invited all European States to a great and homogen alliance and the European Concert was organized in the Congress. Although the Balkans were the most dangerous place against the European stability, the Ottoman Empire as a Balkan state had not been inculuded by the Concert. After a short while Mehmed Ali Pasha’s Uprising in Egypt showed the significance of the Ottoman Empire towards the European balance of power. In addition to her political vitality, the Ottoman Empire must have been protected against the destructive attack of Mehmed Ali since she was a divine monarchy. That is to say, the Ottoman Empire has been the natural member of the European Concert in spite of her dismissal in 1815. For this reason, Metternich has strictly believed that the integrity of the Ottoman Empire had a great importance for the European statusquo and Mehmed Ali Pasha must have been punished severely.
