THE FINANCIAL POLICY IN HIGHER EDUCATION IN THE VIEW OF PRINCIPLE OF EQUITY IN TURKEY: WHO BENEFITS? WHO PAYS?

Abstract:
The economists, who have consensus on the approach that the education has a strong effect on the acquisition capacity and economic growth, think people as human capital. This approach has increased investment in education. This increase in education has led discussion on the idea of equity. This idea which has a quite long development process, is defined as people have the same rights and freedom regardless of their social class and origin. This kind of idea covers both registering and completing higher education. But, it is seen in researches that social and economic status of individuals, and financial policies have an affect on taking the advantage of educational opportunities. The aim of this study is to create a technical framework for the financial policy of higher education that will serve for equity principle in Turkey. At the end of this study it is seen that people who belong to higher income groups benefit from spendings for higher education than people who belong to lower income groups, although they have on important ration in tax income, and this hasn’t been change for the last thirty years.
