PROPOSAL OF A SCALE FOR EVALUATING BILATERAL AIR SERVICES AGREEMENTS OF TURKEY REGARDING THEIR EFFECTS ON AIRLINE MANAGEMENT

Abstract: In this study, it is firstly discussed how Bilateral Air Services Agreements (BASAs) and as a result the economic regulations in the international airline markets affect the management of scheduled airlines. By considering the introduced effects, a scale is developed to evaluate the BASAs of Turkey. To develop the scale, four different dimensions are determined by reviewing the literature: “market access”, “market entry”, “capacity” and “price tariffs”. Afterwards, the sub-components of each dimension are found out by examining all of the BASAs of Turkey and the whole changes made in time in these agreements. Lastly, these components are ranked in a scale from the strictest to the most liberal. It is expected that the scale developed in the present study will contribute to the evaluation of the place of Turkey, in international airline markets, within the accession process to EU, and to the decision making process of senior management of airlines.
