Abstract: It is necessary to establish a balance between the tasks and the financial resources of universities of which are emphasized particulary on scientific/academic freedom and autonomy.in the Constitution. Staff policies constitute one of the biggest areas of struggle of universities which have had difficulty in doing their assigned tasks due to insufficient financial resources most of the time. Movements of staff that are subject to the legislation and directly related to the current fiscal years budget affects the capacity of universities to do business. Although the models of employment in the various statutes, legislative process and the need for and shortage of financial resources force to run the desired size of personnel. Thanks to policies to be followed, it is required to fully realize the free areas for universities in the long term within the scientific autonomy.
