Abstract: Graphic design applications have widely been used in Turkey; However, this area has not been deeply studied in terms of its theory. In 1995, the removal of the Ankara emblem, which has been used for years, aroused disputes on the public opinion. These disputes on the emblem of Ankara, the capital city of the Turkish Republic, are important since they have activated the institutions sensitive to the countryís problems to take part in these discussions. In Turkey, individuals, enterprises or public institutions are free to use their emblems the design of which is determined through competitions or orders and they can even get their emblems registered. However, the emblem designed for Ankara saw a reaction by both political circles and, social civil organizations as well, when it first started to be used. Consequently, public institutions such as Governorship of Ankara, Local Administration Department, Administrative Courts, and the Council of State, have started to investigate this problem and prepared reports and taken decisions related with this issue. This article covers the disputes and decisions taken on the Ankara emblem dating from June 29, 1995 to December 3, 2000, which is the time when the following decision was taken "New emblem will be used as the emblem for the Metropolitan Municipality". Unless this emblem mentioned above is not removed, the questions and discussions on it seem to be ongoing.
