Abstract:
This study consists of two parts. In the first part, the relationship between the legislature and the executive has been examined in connection with the separation of powers. In addition, the functional differences of the administration and the legislature have been explained in relation with the substantive and organic criteria. In the second part, judicial decisions, which contain arguments on whether the Turkish Grand National Assembly can make administrative acts have been examined.
