Abstract: В статье рассматривается понятие бюджетных правил в широком смысле, представлен международный обзор механизма внедрения и реализации бюджетных правил, эффективные способы обеспечения их соблюдения для поддержания устойчивости государственных финансов. Также анализируется опыт Казахстана во внедрении бюджетных правил, выявлены проблемы, и даны рекомендации для улучшения бюджетных правил в Казахстане, в частности, в отношении соблюдения фискальной дисциплины, улучшения механизмов мониторинга и контроля за соблюдением правил, внедрения ответственности за нарушение правил, повышения прозрачности бюджетной политики. Реализация данных рекомендаций может способствовать повышению эффективности бюджетных правил в Казахстане. // The paper examines the concept of fiscal rules in a broad sense, provides an international overview of the mechanism for introducing and implementing fiscal rules, effective ways to ensure compliance with them to maintain the sustainability of public finances. It also analyzes Kazakhstan’s experience in implementing fiscal rules, identifies problems, and provides recommendations for improving fiscal rules in Kazakhstan, in particular, with regard to compliance with fiscal discipline, improving mechanisms for monitoring and control over compliance with the rules, imposing responsibility for violation of rules, and increasing transparency of the fiscal policy. The implementation of these recommendations can make fiscal rules in Kazakhstan more effective.
