Development and Validation of an English Language Policy Inventory within a Foreign Context

Abstract: In order to design and validate an English Language Policy Inventory (ELPI) in Iran sixty four indicators were selected from policies cited in the literature and presented on a seven-point Lickert scale to six hundred nineteen teachers of English as a Foreign Language (EFL) and English for Special Purposes (ESP). The responses of the teachers were subjected to Principal Axis Factoring and the extracted latent variables (LVs) were rotated by utilizing Varimax with Kaiser Normalization. The results showed that the ELPI consists of seven LVs, i.e., Harmonic Curriculum, International Interaction, Internationalizing Native Culture, Methodological Development, International Understanding, All-Compassing Improvement and Functional Organization. In addition to having factorial validity, the ELPI and its LVs not only proved to be highly reliable but also correlated significantly with each other. The findings are discussed and suggestions are made for future research.
