Abstract: "A large literature has shown the importance of the quality of institutions as a conditioning factor for the success of EU cohesion policies. In this paper we propose an indicator of institutional quality for Italy computed at a provincial level, which highlights a marked heterogeneity between the different areas of the country and the strong delay of southern regions. This indicator is highly correlated both with the produc- tivity levels observed in the Italian counties and with the degree of financial efficiency of the regions in spending European funds. "
