The topic is of considerable importance. In fact, the efficiency of public transport has an extremely important impact in social terms and also has important effects in terms of the development and competitiveness of the entire national economy. The main contribution of this article is due to the highlighting of the opportunity for a renewal of the so-called "mixed" model, which defines that a portion of the subsidy is calculated on the basis of the criterion of historical cost and historical need and that an additional quota is subject to efficiency and effectiveness parameters.
