Public-private partnership and the formation of mechanisms for sustainable economic development in the context of its structural transformation (using the example of the defense industry)

Abstract:
The paper considers the conditions and approaches to the implementation of the mechanism of publicprivate partnership (PPP) as one of the factors of sustainable development and effective inter-organizational interaction of economic entities at various levels. In the context of the implementation of strategies to increase production efficiency, and import substitution, the urgent task is to develop the main directions for ensuring the development of the economy of integrated market structures that meet modern economic realities. The article shows that the sustainable development of the regional economy, in particular, industrial complexes should be based on a systematic approach that ensures flexible interaction between the state and the private sector (market entities) using effective mechanisms of inter-organizational interaction. Based on this, an approach to the analysis of the PPP model has been developed taking into account the relationship with the external environment, in which its participants act as dynamic elements of the process of selforganization of intersectoral interactions, determined by continuous stochastic processes of consumption, production and distribution of resources, technologies and production results. For a quantitative description of the synergetic processes of collective interaction of institutions of the external environment (the state, financial structures, etc.) with enterprises participating in PPP (the core of PPP or PPP as a whole), it is proposed to use the W. Weidlich model. The results of the study can be used to develop strategies in critical industries and appropriate mechanisms for creating public-private partnerships as points of growth at the meso level, contributing to the sustainability of all levels of the national economy
