Innovation Practice and Effectiveness Evaluation of Financial Strategy in State-owned Enterprises

Abstract: In the context of increasingly interconnected global markets, state-owned enterprises (SOEs) operate within complex and dynamic economic environments, where competition and resource allocation challenges are increasingly prominent. Financial strategy serves as a central mechanism for enhancing the efficiency, adaptability, and overall competitiveness of SOEs, while also supporting sustainable development and long-term operational stability. This paper investigates innovative practices in financial strategy and develops a framework for evaluating their effectiveness, emphasizing both theoretical insights and practical applications. By analyzing real-world cases and operational data, the study identifies key areas for strategic financial innovation, including dynamic budgeting, risk-adjusted investment planning, cost optimization, and capital efficiency enhancement. A scientifically structured evaluation framework is proposed to systematically measure the impact of these financial strategies on organizational performance, providing actionable recommendations for improving decision-making, resource allocation, and overall financial management capabilities. The findings highlight the importance of integrating strategic financial planning with operational execution, demonstrating that well-designed and adaptive financial strategies can significantly strengthen the resilience, growth potential, and competitive positioning of SOEs in a rapidly evolving economic landscape.
