Digital Governance in Education: Theoretical Foundations and Global Trends

Abstract:
This review article explores the theoretical foundations, key dimensions, and global trends of digital governance in education. As technology advances, digital governance has become increasingly significant in education, particularly in policy-making, resource management, and instructional innovation. The article first reviews the basic concepts and definitions of digital governance, outlines the theoretical frameworks of digital transformation in educational governance, and analyzes key governance mechanisms, technological tools, and the development of digital literacy. The paper then discusses the digital governance practices in different countries and regions, highlighting policy evolution, international organizational initiatives, and successful case studies. Through an analysis of current challenges and ethical concerns, the paper addresses key issues such as data privacy, security, and educational equity. Finally, the article looks ahead to the future development of digital governance, emphasizing sustainability, collaborative policy-making, and the cutting-edge applications of AI and big data in educational governance, while providing recommendations for digital governance strategies for developing countries and marginalized groups.
