Abstract: In this study, it is aimed to measure the change in total factor productivity (TFP) of manufacturing enterprises operating in the hazelnut processing sector in Ordu province between 2015-2019. Research data were collected from 29 hazelnut processing enterprises. Efficiency measurements of the examined enterprises were estimated with the 2-output 3-input data envelopment model as output-oriented. The change in total factor productivity was measured with the Malmquist TFP index. The results of the research showed that the technical efficiency was 0.62 in the examined enterprises and 38% of the inputs could be saved without a decrease in production in these enterprises. It was determined that there was a 10.6% increase in the total factor productivity of hazelnut processing enterprises during the period examined, and the source of this was the change in technical efficiency and technological change. Research results also showed that there is an idle capacity in the sector. Based on the research results; it is recommended that all enterprises in this sector develop their institutional structures and make regional clustering.
