Unpredictability in aviation security: How to improve the effectiveness of current security concepts by adding the element of surprise

Abstract: On the one hand the history of aviation security shows a constant improvement in the quality of security controls as a reaction to incidents that have occurred in the past. However, on the other hand it shows that such measures can be bypassed by insiders who know the security systems that are in place. The insider threat is therefore becoming an increasing concern to the aviation security community and the effectiveness of security measures depends largely on their resisting power against insiders. By adding elements of unpredictability to current security concepts, all actors involved can considerably improve the effectiveness of the system by simply making better use of already available resources. This paper provides background information on the ‘whys’ and ‘hows’ of this concept, called unpredictability in aviation security.
