Helsinki Airport's development programme: Expanding an airport under one roof

Abstract: Finavia's ten-year Helsinki Airport Development Programme is about to be finalised in 2023. The major extension will allow the airport to serve 30 million passengers annually. How has the EUR1bn programme been managed so as to expand the terminal under one roof while functioning continuously? Models such as Integrated Project Delivery (IPD) and Operational Readiness and Airport Transfer (ORAT) were implemented to successfully manage the various projects. This paper shares Finavia's insights of using the chosen models in managing a large extension programme at the Helsinki Airport.
