Building organisational cyber resilience: A strategic knowledge-based view of cyber security management

Abstract: The concept of cyber resilience has emerged in recent years in response to the recognition that cyber security is more than just risk management. Cyber resilience is the goal of organisations, institutions and governments across the world and yet the emerging literature is somewhat fragmented due to the lack of a common approach to the subject. This limits the possibility of effective collaboration across public, private and governmental actors in their efforts to build and maintain cyber resilience. In response to this limitation, and to calls for a more strategically focused approach, this paper offers a knowledge-based view of cyber security management that explains how an organisation can build, assess, and maintain cyber resilience.
