Blurred lines: Emergency preparedness, resilience and response within local authorities compared with organisations within the wider health economy

Abstract: This paper looks at the integration of local authorities within the emergency preparedness, resilience and response (EPRR) system for health. The experience of the author, who works within this field for a local authority, is that current guidance is unclear and has affected integration of local authorities into the EPRR system. This paper therefore aims to identify why these issues exist and to assist in driving changes to current guidance, documentation and procedures.
