Effective coordination of cyber incidents: The role of emergency management

Abstract: This paper discusses how a cyber attack can impact on local government. It walks through the 2020 cyber attack on Hall County, GA and how the County responded. Emphasis is placed on how the local emergency management agency was utilised and designated the lead agency to coordinate the response. The paper explains both why and how emergency management should be involved in the response to such attacks. Finally, the paper reviews the lessons learned and changes made as a result of the attack.
