Implementing a framework for digital preservation risk assessment and mitigation at the US National Archives

Abstract: The United States National Archives and Records Administration (NARA) required a methodology to analyse its holdings in order to better understand its digital preservation risks, and elected to undertake a file format profile and risk analysis of its born-digital electronic records to inform the creation of preservation plans. The development of this methodology allows NARA to document its risk assumptions, understand the state of its digital preservation risks, and provide transparency into its current risk mitigation decisions and capabilities. This article reviews the process for the creation of an electronic record holdings file format profile, development of a format risk analysis and preservation prioritisation instrument, and the creation and public release of draft digital preservation actions plans.
