The rates benefits of the new Enterprise Zones

Abstract:
The new Enterprise Zones (EZs) announced in the Chancellor’s 2011 budget will be a pale shadow of those designated in the 1980s. Restricted by EU limits, rates benefits are small, and exemptions are limited to low rateable value. Benefits will fall to sponsoring councils in Local Enterprise Partnerships sponsoring EZs however. Being able to retain the benefit of growth in business rates for a period of 25 years, they will have a powerful incentive to promote development that will increase the rateable value within the EZ.
