Abstract: The integration process of the European single market is at a turning point, with the three pillars of the Banking Union. The legislative and fiscal disparities, still existing at national level, can determine capital outflows, which on the contrary are useful for the development. In this perspective, the banking revolution implies to adopt rules of context and to remove the regulatory and competitive gap between Italy and other countries
