Abstract: In the 1990s, the withdrawal of the State from the economy was considered the premise for stronger development, greater efficiency, less corruption. In 2017, a quarter of a century after the transformation of State-owned enterprises, the State returned, but a critical review of privatizations is lacking and goals, strategies, rules and limits are strongly needed
