Abstract:
Methodological tools to determine the poverty line and its relation to the protected minimum payments have been proposed. This methodology is based on the combination of two approaches - relative and absolute. The former ensures the connection of the poverty line to the actual public income distribution and the latter - a minimum living standard. A number of methodological solutions have been provided with a view to the determination of the protected minimum payments (minimum salary, social pension and social benefits), reflecting directly or indirectly the poverty line dynamics.
