Abstract: This study explores the relationship between governance factors and performance management in the Malaysian public sector. Through a qualitative approach, data from in-depth interviews were analyzed to assess how ministries’ capabilities influence the effectiveness of performance management systems. The research focuses on the perceptions of Secretary Generals (Chief or Heads of Departments) regarding governance and its impact on performance management outcomes. The findings reveal that effective implementation of performance management significantly enhances governance by improving transparency, accountability, and service delivery. This study offers insights into best practices for integrating performance management systems to achieve superior governance outcomes.
