Abstract: Language assessments are unique because they evaluate a wide range of skills that require careful and fair monitoring. However, many online proctoring systems are built for general tests and do not fully address the special needs of language testing. This paper presents a practical framework to guide the design of proctoring systems tailored specifically for language assessments. The framework was developed through a systematic literature review, which helped identify key challenges and best practices from existing research. It highlights the importance of reliability, practicality, ease of use, privacy, and fairness in proctoring online language assessments. By using this framework, proctoring system developers and educators can build proctoring solutions that respect the complexities of language skills while maintaining academic integrity.
