PRIVATIZACIJA IZGRADNJE I EKSPLOATACIJE PUTEVA: IZAZOVI I PREPORUKE

Abstract: Učešće privatnog sektora u infrastrukturnim projektima, konkretno u izgradnji puteva, nosi sa sobom brojne prednosti – oslobađanje budžetskih sredstava koja mogu biti upotrebljena u druge svrhe samo je jedna od njih. Problemi koji se javljaju prilikom dodeljivanja koncesija dobrim delom se mogu prevazići modifikacijom karakteristika aukcije kojom se koncesije dodeljuju. Demsetzovom aukcijom koncesije se dodeljuju na fiksni vremenski period, što za posledicu ima prevaljivanje rizika tražnje na koncesionara i dalje neefikasnosti, poput vladinih garancija. Modifikacijom Demsetzove aukcije dolazi se do LPVR («least present value of revenue») aukcije, čija primena stvara uslove za intenzivnije i efikasnije angažovanje privatnog sektora u infrastrukturnim projektima.
