Quality Management: Development of a Framework for a Statistical Agency

Abstract:
Most large, competitive businesses recognize quality management as a distinct and necessary element of their organization al structure. Government statistical agencies, however, presently tend to achieve quality improvements using a variety of independent initiati ves rather than through an integrated quality management program. This paper addresses the application of quality management principles to a national statistical agency. The essential elements of quality management are reviewed from the perspective of a government organization. Ongoing quality initiatives at Statistics Canada are outlined and the main considerations in developing an appropriate quality management framework for Statistics Canada are described.
