Digital transformation of public administration bodies: the role of ict in optimizing management processes

Abstract: In the modern conditions of scientific and technological progress, which are actively developing thanks to the global Internet, Big Data, Cloud environments, Artificial Intelligence, and other innovations, information and communication technologies (ICT) play an essential role in the activities of public sector specialists. ICT provides new tools for effective communication, data processing and storage, professional development, and the provision of high-quality electronic services to citizens. This article examines the importance of modern digital solutions for government bodies and the role of ICT in enhancing the efficiency of administrative processes. The impact of ICT implementation on optimizing public authorities' work is analyzed through various aspects, such as the automation of electronic document management, database management, analysis of large data volumes, and strengthening cybersecurity measures. Notable benefits include reduced time for data processing, improved access to information, and increased accuracy in decision-making. Additionally, the integration of ICT into public administration contributes to faster response times and better service delivery to citizens, supporting the creation of a more inclusive, transparent, and accountable public sector. Furthermore, the article provides examples of international experience and successful projects that highlight how ICT adoption has positively transformed public administration practices. These examples showcase the role of digital tools in facilitating better communication, resource allocation, and decision-making, which ultimately enhance transparency and public trust in government institutions. Case studies from countries that have successfully implemented e-governance platforms underline how these systems improve the speed and accessibility of public services, promote citizen engagement, and streamline bureaucratic procedures. The article argues that integrating modern technologies into public administration is a crucial factor in sustainable societal development. By promoting effective interaction between citizens and government bodies, ICT helps meet the evolving demands of the digital age, contributing to more adaptive, resilient, and efficient governance systems. However, the article also notes specific concerns associated with ethical standards and legal frameworks that must be carefully considered. These concerns emphasize the need for comprehensive regulations and responsible ICT use in the public sector to ensure transparency, protect privacy, and uphold the rights of all stakeholders involved. Addressing these issues is essential to fostering trust and ensuring that digital solutions align with societal values and legal norms, paving the way for an accountable and ethically sound digital transformation in public administration.
