Abstract: The Russian invasion of Ukraine has radically transformed social, cultural, and political processes, reshaping approaches to public administration. The government is actively working to strengthen information security, counter cyber threats, and combat disinformation, which are critically important during wartime. Identifying key issues and finding ways to address them to enhance the effectiveness of public administration and local self-government in wartime conditions is crucial for ensuring stability during crises. In the current reality, adapting economic policy to wartime conditions, preserving and restoring infrastructure, supporting businesses, and stimulating investment even in times of instability have become particularly significant. This article explores the impact of war on Ukraine’s public administration and local self-government systems, assessing their effectiveness, adaptation mechanisms, and achieved results. The study examines the efficiency of public administration and local self-government under martial law, particularly their ability to respond swiftly to challenges, maintain stability, and support the functioning of the state. It analyzes governance in frontline regions and key measures to support the population. The article also explores major issues such as law enforcement, economic crisis, humanitarian disasters, and security threats. Additionally, the role of coordination between central and local authorities is considered, along with mechanisms for improving governance efficiency, including digitalization, decentralization, and public engagement.
