Mechanisms of public management of construction development programs in the conditions of modern challenges

Abstract:
The article examines the mechanisms of public management of construction development programs in Ukraine in the context of modern challenges: war, economic instability, shortage of financial resources, migration changes and climate change. The construction sector in modern conditions is considered as a key tool for socio-economic stabilization, infrastructure restoration and economic growth activation. State and local programs, financing mechanisms, institutional management models are analyzed, and conceptual approaches to improving public management in the construction sector are proposed. Particular attention is paid to the analysis of modern digital public management tools (in particular, the DREAM, Prozorro, “Great Construction†platforms), as well as the participation of international partners and donor structures in financing the restoration. Analytical data confirming key challenges and trends are presented. Practical recommendations are formulated to increase the effectiveness of the implementation of construction programs at the national and local levels.
