Crisis and war as factors of strategic transformation of management: Ukraine in the global context

Abstract: The article examines crisis and war as systemic drivers of the strategic transformation of management in Ukraine within the context of global instability. It is substantiated that the full-scale war transforms crisis from a temporary deviation into a persistent mode of organizational functioning, under which traditional models of strategic planning lose their predictive capacity. The study demonstrates that strategic management under wartime conditions evolves from linear and hierarchical approaches toward adaptive and dynamic management models focused on resilience, sustainability, and continuous adjustment of managerial decisions.The empirical basis of the research consists of national business surveys and indicators of business activity, including the Ukrainian Business Index (UBI) and the Business Expectations Index calculated by the National Bank of Ukraine. The findings reveal a gap between the low level of current business activity and the growing adaptive expectations of enterprises, indicating an internal restructuring of strategic thinking under conditions of heightened uncertainty. Sectoral heterogeneity of expectations is shown to generate differentiated trajectories of strategic adaptation across industries. The article proposes a multilevel conceptual model of the evolution of the strategic process that integrates macro-, meso-, and micro-levels of management, as well as a causal model of the impact of crisis and wartime factors on the transformation of managerial logic and strategic management instruments. The practical significance of the results lies in their applicability to the development of adaptive organizational strategies and managerial decisions aimed at enhancing strategic resilience during wartime and in the post-war recovery period.
