Mechanisms of public management of construction development programs in the conditions of modern challenges

Abstract:
The article conducts a comprehensive study of the impact of construction development programs on economic growth and employment levels in Ukraine. The focus is on the role of the construction industry as one of the key drivers of the national economy, which generates a multiplier effect on related sectors – the production of building materials, transport infrastructure, mechanical engineering, etc. Using the example of state programs, in particular "Large-scale Construction", changes in key macroeconomic indicators, employment dynamics in the industry and regional aspects of project implementation are analyzed. It is determined that during the active implementation of large-scale construction programs, GDP growth occurs, entrepreneurial activity is activated and the labor market expands. Special attention is paid to the analysis of the regulatory and legal support for construction activities, institutional reforms in the field of project control and management, as well as challenges that limit the effectiveness of the development of the industry - in particular, financing problems, bureaucratic barriers and a shortage of qualified personnel. The study concluded that there is a need to improve state construction policy in order to increase its impact on economic stability and post-war recovery of the country. A number of recommendations were proposed to optimize the management of construction programs, develop digital technologies in design, and increase the transparency of permitting procedures.
