ORGANIZATIONAL AND ECONOMIC FOUNDATIONS FOR THE DEVELOPMENT OF ENVIRONMENTAL ENTREPRENEURSHIP IN THE CONTEXT OF UKRAINE’S POST-WAR RECOVERY

Abstract: The article examines the organizational and economic foundations for the development of environmental entrepreneurship in the context of Ukraine’s post-war recovery. The relevance of the research is determined by the need to combine economic reconstruction with environmental modernization, resource efficiency and the transition to more sustainable models of business activity. In the conditions of large-scale destruction of infrastructure, production facilities and local economic systems, environmental entrepreneurship can become one of the practical instruments for restoring business activity, creating jobs, supporting communities and reducing the environmental burden of reconstruction processes. The article considers environmental entrepreneurship not only as a separate segment of green business, but also as a component of a broader transformation of small and medium-sized enterprises towards energy efficiency, circular use of resources, waste reduction, ecological innovation and responsible production. The purpose of the article is to substantiate the role of environmental entrepreneurship in Ukraine’s post-war recovery and to identify the organizational and economic conditions necessary for its development. The research focuses on the relationship between state policy, international support, investment mechanisms, regulatory changes, entrepreneurial initiative and the capacity of enterprises to implement environmentally oriented business models. Particular attention is paid to the importance of small and medium-sized enterprises, since they form the basis of Ukraine’s business environment and can ensure the practical implementation of green solutions at the local and regional levels. The article identifies the main barriers that may limit the development of environmental entrepreneurship in Ukraine, including restricted access to finance, insufficient green infrastructure, a shortage of professional competencies in the field of sustainable management, regulatory complexity and unstable consumer demand for environmentally friendly goods and services. At the same time, the research emphasizes the potential of grant programmes, preferential financing, advisory support, circular business models, public-private partnerships and community-based initiatives. It is argued that the development of environmental entrepreneurship should be integrated into post-war recovery programmes, regional development strategies and policies aimed at supporting small and medium-sized businesses. The practical significance of the article lies in the formulation of directions for strengthening the organizational and economic support of environmental entrepreneurship as a factor of sustainable reconstruction, economic resilience and ecological modernization of Ukraine.
