INNOVATIVE APPROACHES TO LOGISTICS MANAGEMENT OF URBAN TRANSPORT ENTERPRISES UNDER MARTIAL LAW CONDITIONS

Abstract: The purpose of the article is to study modern innovative approaches to logistics management of urban public transport enterprises under martial law, digital transformation of the economy, and an unstable external environment. Particular attention is paid to identifying crisis factors affecting the functioning of transport infrastructure and substantiating directions for improving the efficiency of transport, information, and resource flow management. The methodological basis of the research includes a systematic approach, methods of logistics, strategic and economic analysis, SWOT analysis, PEST analysis, integrated assessment, scenario forecasting, as well as methods of generalization, comparison, and systematization of scientific approaches. The study analyzes modern tools for the digitalization of logistics processes in urban public transport enterprises, including GPS monitoring, automated dispatching systems, electronic fare payment systems, analytical platforms, Big Data technologies, cloud services, and intelligent transport systems. It has been determined that the digitalization of transport logistics contributes to increasing the efficiency of transport flow management, optimizing route networks, reducing costs, improving the quality of transport services for the population, and enhancing the promptness of managerial decision-making. The article systematizes the main crisis factors affecting the activities of transport enterprises, including economic, military-political, technical-technological, social, organizational-managerial, and environmental factors. A set of methods for assessing the impact of crisis factors on urban public transport enterprises has been proposed, based on integrated, logistics, financial, SWOT, PEST, and benchmarking analysis. The scientific novelty of the study lies in improving approaches to assessing the resilience of transport enterprises through a comprehensive combination of digital technologies, logistics tools, and analytical management methods under martial law conditions. The practical significance of the obtained results lies in the possibility of applying the proposed recommendations to ensure the resilience, adaptability, and continuity of urban public transport enterprises, improve the efficiency of transport infrastructure, and develop adaptive anti-crisis management mechanisms under crisis challenges and the post-war recovery of Ukraine’s economy.
