Abstract: This study investigated the ease of doing business in Baguio City, Philippines, from the perspective of micro, small, and medium enterprises (MSMEs). The research aimed to assess the implementation of Republic Act 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018) and its impact on the business environment. Results indicated that while the city had made significant strides in implementing the law, challenges remained in certain areas such as personnel improvement. The study concluded that Baguio City’s efforts to improve the ease of doing business had positively influenced the perception of MSMEs, fostering a more conducive environment for entrepreneurship and economic growth. However, efforts were necessary to address remaining challenges and ensure continued progress in creating a business-friendly environment.
