Abstract: Palliative care (PC) is a vital component of universal health coverage, yet its integration into mainstream health services remains limited in low- and middle-income countries (LMICs) such as Kenya. Level 5 hospitals, which serve as key referral facilities, face systemic and infrastructural challenges that hinder effective PC delivery. Digital health technologies—such as telemedicine, mobile health (mHealth) applications, and electronic health records (EHRs)—are increasingly recognized as potential tools for enhancing access, coordination, and quality of care in these settings.
