Abstract:
This paper discusses some of the objectives of privatization and issues that are central to the debate on the wisdom of privatization. These issues include: the relationship between asset ownership and the competitive environment; the spreading ownership of productive assets; the role of regulation ("protective" privatization); and alternatives to asset sale such as competitive bidding to contract out a service.
