Intertemporal Water Transfers and Drought

Abstract:
This paper presents an analysis of the current approach to allocation and transfer of irrigation water in New South Wales and Victoria with an emphasis on the role water transfers can play in mitigating the economic effects of drought. A two period economic model of intertemporal water transfer is developed and analyzed. The results suggest that permitting intertemporal water transfers in Victoria is likely to improve the productivity of irrigated agriculture, especially during periods of drought.
